Senator Sandra L. Pappas

was first elected to the Minnesota House of Representatives in 1984. After serving three terms she won a Senate seat in 1990 where she has served continuously. In 2013 she was elected by her fellow members to serve as the body’s President. In this non-partisan role she manages Senate floor action and decisions, ruling on critical issues such as questions of germaneness. She represents the Senate at a wide variety of events, traveling frequently in the United States and abroad.

Besides serving as Senate President, Senator Pappas is a member of the Finance Committee, Commerce Committee, Committee on Capital Investment and the Rules and Administration Committee. She chairs the Subcommittee on Personnel and Budget and the Subcommittee on Ethics. In addition to her Senate responsibilities, Senator Pappas is Vice Chair for World Without Genocide and Vice President of the Women Legislators’ Lobby (WiLL); she is also a State Director for Women in Government.

Throughout her legislative career, Senator Pappas has been an out-spoken and long-standing advocate for human rights. Over the years, she has passed legislation to prohibit the international trafficking of persons; to curtail investment of state funds in the Darfur region of Sudan; and to allow children of undocumented residents attend Minnesota state colleges at a lower payment rate (MN Dream Act).

Most recently Senator Pappas passed the historic Women’s Economic Security Act (WESA). The Act strengthens workplace protections and flexibility for pregnant women and nursing mothers, expands employment opportunities for women in high-wage, high-demand occupations and reduces the gender pay gap through increased enforcement of equal pay laws. 

In addition to her legislative duties, Senator Pappas is the founder and Executive Director of Forward Global Women (FGW), an international NGO that pursues peace-building activities in the Middle East and North African (MENA) region. In 2011 FGW sponsored a Leadership Conference which brought women together from Israel, Jordan and Minnesota. In 2013 FGW conducted a training for women from Jordan, Israel, Palestine and Morocco in Minnesota. FGW’s 2014 Conference was held in Berlin and included women leaders from the MENA region.

Senator Pappas’ commitment to promoting women as peacemakers has taken her around the globe. She has participated in Women Leaders’ Exchanges in Israel, Jordan and Turkey; a Legislative Intercultural and Friendship Tour to Turkey; a trip to Ethiopia with the Center for Health and Gender Equity to evaluate sexual and reproductive health issues; and an exchange in Morocco with women parliamentarians from Afghanistan, Pakistan, Libya, Egypt and Tunisia.

Born in Hibbing, Minnesota, Senator Pappas is a graduate of Metropolitan State University and holds a Master’s degree from the Kennedy School of Government at Harvard University. She and her husband Neal Gosman have three daughters and twenty-one grandchildren who live in northern Israel.
